It looks like it could be a veil of silk. I hope you suits you best ... Strain notice wrinkles around the waist? It's a pretty good idea of the sub-structure is not appropriate for this dress - it has to be built on a bra.
If you do not find the book by Susan Khilji's Bridal Couture, there is an excellent section in the construction of a strapless dress. It often seems like sewing more genius, but if you are good you get a perfect, smooth, without bumps and wrinkles and depressions. :
Dupioni silk fabric is the first "cheap" for the dress that I can remember - you need something that surrounds the wrinkles in the entire bucket.
